Delegate Strength
The 2011 Rules require a
preliminary calculation of delegate strength in June 2010, and those
figures are used as a basis for the nomination and election of
delegates through 2010 and the Winter of 2011. The IBT Constitution
requires a final determination of delegate strength based on average
membership over a two-year period ending on February 28, 2011. Art.
VII, Sec. 5(b).
