ELECTION APPEALS MASTER

FOR THE INTERNATIONAL BROTHERHOOD OF TEAMSTERS

            Protest Decision 2026 ESD 87 was issued on May 21, 2026 (OES Case Nos. P-134-032626, P-147-042226, and P-148-042326) by the Office of the Election Supervisor (“OES”).  ESD 87 addresses a protest filed by John Palmer, a candidate on the Fearless Slate, alleging that the O’Brien-Zuckerman Slate violated certain campaign finance rules in the 2025-2026 IBT International Union Delegate and Officer Election (the “Rules”).  The OES upheld the protest in part and issued a remedy.  On May 23, 2026, Mr. Palmer appealed the decision.  On June 4, 2026, counsel for Mr. Palmer filed a submission withdrawing the appeal while also raising additional claims. A hearing was held before me on June 5, 2026.  At the hearing, I determined that those additional claims fell outside the scope of the appeal and were properly the subject of a separate OES investigation.  The OES is directed to complete that investigation promptly.

For the foregoing reasons, the appeal in ESD 87 is deemed WITHDRAWN.
