Bob Doss, member of Local Union 63, filed a pre-election protest pursuant to Article XIII, Section 2(b) of the Rules for the 2000-2001 IBT International Union Delegate and Officer Election ("Rules"). He alleges that Doyle Rooks, member of Local Union 63 and candidate for Vice-President-at-Large, failed to file campaign finance reports with the Election Administrator pursuant to Article XI, Section 2. Further, Doss alleged that Rooks failed to include the required disclaimer on his website where he solicits contributions to his campaign.

Election Administrator representative Lisa Sonia Taylor investigated this protest.

Although Rooks declared his candidacy for international office, prior to this protest he had never filed a campaign contribution and expenditure report with our office. On June 25, 2001, in response to this protest, Rooks filed the required reports. However, Rooks was not nominated for Vice-President-at-Large at the IBT convention. Rooks is therefore not currently a candidate for International office. For this reason, we find that this protest is MOOT and dismiss it on that basis.

Any interested party not satisfied with this determination may request a hearing before the Election Appeals Master within two (2) working days of receipt of this decision. The parties are reminded that, absent extraordinary circumstances, no party may rely upon evidence that was not presented to the Office of the Election Administrator in any such appeal. Requests for a hearing shall be made in writing, shall specify the basis for the appeal, and shall be served upon:
